Notice of the General Office of the Ministry of Education on Supporting the Exploration of Summer Childcare Services

To the education departments (education commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Education Bureau of the Xinjiang Production and Construction Corps:

  The summer vacation is approaching, in order to meet the needs of parents, solve the problem of "difficult care" for students in the summer, and guide and help students spend a safe, happy and meaningful holiday, some places have recently launched summer care services, which is an innovative measure to reduce the burden of parents and solve the problems of the people's urgency, hardship and longing, and is a useful exploration to strengthen education and care and promote the comprehensive and healthy growth of students. In order to guide and support localities with the capacity to actively explore and carry out summer custodial services, the relevant matters are hereby notified as follows.

  1. Encourage schools to take active responsibility. Local education departments should proceed from local realities, encourage schools with the capacity to actively undertake the work of summer care services for students, and use it as an important carrier for studying the history of the party and doing practical things for the people. At the same time, it actively cooperates with the Communist Youth League, the Women's Federation, trade unions, communities and other organizations to provide summer care services for students through various channels and forms.

  2. Guide teachers to volunteer to participate. Local education departments and schools should actively guide and encourage teachers to volunteer to participate in student summer care services, and must not be compulsory. Appropriate subsidies should be given to teachers who volunteer to participate, and the performance of volunteer service should be taken as an important reference in the evaluation of excellence. It is necessary to make overall and reasonable arrangements for the time for teachers to volunteer to participate in custodial services, and protect the rights and interests of teachers, not only to ensure the necessary rest time for teachers during the summer vacation, but also to set aside time for teachers to participate in summer teaching, research, and training.

  3. Insist that students participate voluntarily. Summer care services are mainly for families and students who really need them, and parents and students choose to participate voluntarily, and students should not be required to participate. Local education departments and schools should take the initiative to publicize and inform parents of specific arrangements. At the same time, actively guide parents to care about and pay attention to their children's summer vacation life, try to take a certain amount of time, strengthen parent-child companionship, communication and interaction, and make children's summer vacation life more colorful.

  Fourth, reasonable arrangement of service content. Childcare should be care-oriented to ensure that students are well rested. Schools providing custodial services should open classrooms, libraries, sports venues, and other types of resources and facilities, and while doing a good job of care, reasonably organize and provide services such as group game activities, cultural and sports activities, reading guidance, comprehensive practice, interest development, and homework guidance, and must not organize group make-up classes or teach new classes.

  Fifth, actively expand resource channels. Localities and schools with the capacity should make full use of local social and educational resources such as red education bases, museums, cultural centers, science and technology museums, and youth activity centers in the custodial services; It is necessary to actively recruit college student volunteers and social professionals to participate in school custodial services.

  6. Adhere to the principle of public welfare and inclusiveness. Local education departments should work with relevant departments to improve mechanisms for ensuring funding for summer care services, and may refer to policies related to after-school services to raise funds by means such as financial subsidies, collection of service fees, or collection of fees. Where service fees or fees are collected, the fee standards shall be formulated by the local education department in consultation with the relevant competent departments, and shall be publicized to the public and publicity work shall be done, and the school shall not charge fees in violation of regulations.

  7. Effectively ensure the safety of teachers and students. Local education departments and schools should improve safety management systems, clarify the safety responsibilities of personnel participating in custodian services, formulate safety emergency response plans, strengthen safety and health education and normalize the prevention and control of the novel coronavirus pneumonia epidemic, eliminate potential safety hazards in custodian sites, and ensure the personal safety of teachers and students.
